INSTITUTE JOURNEY SO FAR

To correct regional imbalances between the quality medical services and affordable healthcare facilities, our beloved Prime Minister Shri Atal Bihari Vajpayee established six AIIMS to cater to the regional public. AIIMS Patna is one of the six new AIIMS. Shri Bhairon Singh Shekhawat, the then Vice President of India, laid its foundation on 2nd January 2004 at Phulwarisharif. In August 2010, the union cabinet gave its nod for setting up societies to run six AIIMS like institutions at the cost of 823 crores. These societies were legal entities that ensured greater autonomy and faster execution of the project, The work on the five AIIMS and AIIMS Patna started in earnest in 2009.

Prof. Dr. Girish Kumar Singh was the founding Director and resumed his duty on 1st November 2011. AIIMS Patna originally came into existence as an Institute of National Importance (INI) by an Act of Parliament under the All India Institute of Medical Sciences (Amendment) Bill, 2012. The Act enabled AIIMS Patna to be an autonomous body. AIIMS Patna's official inauguration ceremony was on 25th September 2012.

Initially, the hospital started in Ayush PMR Block. AYUSH PMR BLOCK started as a mini-hospital with two make-shift operation theatres. The first surgery was on 26th December 2013.

After Dr. Girish Kumar Singh, Prof. Dr. Gitanjali Batmanabane, Director AIIMS Bhubneshwar was the additional and interim Director of AIIMS Patna. Later, Prof. Dr. Prabhat Kumar Singh joined the institute as a regular director on 27th February 2017. The second phase of faculty recruitment along with the much-awaited promotions for previous faculty members took place in the next two years. Many new facilities started during these two years like OPD block, IPD- D & C blocks, 8 modular 0Ts, 9 bedded ICU, Trauma & Emergency services, central medical pipeline system for the supply of medical gases, SSD, and Amrit Pharmacy.

The year 2019-20 has been a milestone year in the history of AIIMS Patna in many regards. It expanded its patient care services, academics, and research abilities enormously. The overall support from all the quadrants helped the institute to achieve a new height. This year's journey has been summarized below:

Affordable and quality patient care

To achieve affordable care for the patients attending these Institutes, Hospital Revolving Fund (HRF) started a unique drug supply system for the admitted patients at the most competitive rate. In this system, the drugs and consumables are procured directly from the manufacturers at the cutthroat competitive price through a tender process. As a result, this reduced the margin going to the middleman. The quality of the medicines is verified regularly by the institute's Quality control team.

Moving on to the line of our Hon'ble Prime Minister Shri. Narendra Modi, Hospital Information System (HIS) with software CDAC was installed to make AIIMS Patna digital and paperless. His ambitious project of Health for all, Ayushmaan Bharat Yojana was successfully implemented and made available for the patients coming to the institute. A large number of patients were treated and availed benefits of Ayushmaan Bharat Yojana this year. Laboratory services are the backbone of any good Institute. To establish flawless services, integration of Laboratory Information services and Hospital Information services was achieved through the HL-7 interface. A fully functional round-the-clock Central Lab was started in the IPD building to avoid any delay in patient care. Six Automated Phlebotomy Tube Labeller (APTL) have been installed this year to eliminate manual errors in sample collection counters. This year, the Department of Microbiology got approval from ICMR to establish the Regional Virology Laboratory at AIIMS Patna which will enhance the research at the Institute in the area of viral infections and will help in the fight against Acute Encephalitis Syndrome (AES).

The institute offers some state of art services like joint replacement, arthroscopy, cochlear implants, intervention radiology, pediatric urology, laparoscopic surgeries, hepato-biliary surgeries, complex reconstructive Plastic surgeries, Cardiothoracic surgeries, cancer surgeries, etc. A comprehensive cancer care facility is now available under one roof with the facility of surgery, radiotherapy, and chemotherapy. The institute has an advanced radiology center with digital X-ray, high-end digital mammography, 4D Colour Doppler, 256 slice CT Scan, Biplane DSA, and 3 Tesla MRI.

A State of art cardiac cath lab with all modern facilities was commissioned this year with the Intensive Cardiac Care Unit to look after serious heart patients. A dedicated CT scan for the Trauma center was installed at trauma and Emergency. A fully modular mortuary became functional with a storage capacity of 27 dead bodies at a time, with around a clock facility.

To maintain the standard of the hospital, a feedback system is mandatory. AIIMS Patna was enrolled for "Mera Aspatal" a digital feedback system for the public. The score rating for this year was 58. This year AIIMS Patna was awarded the 3rd Prize in the hospital infection control champion award organized by JIPMER Puducherry.

To provide health benefits to its employees, the Institute started central pharmacy for all the EHS beneficiaries.

Strengthening the Academics

The building blocks of any Institute are its faculty members. A successful recruitment drive was conducted to enhance the resources of the Institute and 58 new faculty members were selected in the interview conducted in New Delhi with a special focus on Super-speciality subjects. Along with the new recruitments, many faculty members also got promoted through Assessment & Promotion Scheme.

A drive to recruit Group B staff for which an All India Basis competitive exam was conducted by the Institute to select the most deserving candidates. The results of this exam were declared and the process of joining is underway.

Institutions' academics achieved a major milestone by starting many MCh/DM courses in different surgical and medical disciplines this year. The research output increased tremendously that serves the purpose of establishing such research institutions of National importance.

State Of Art Facilities infrastructure

This financial year has proved to be a landmark year in the history of AIIMS Patna. The hospital expanded to its full capacity and all 960 beds became functional with activation of A & B blocks of IPD along with C & D. State of Art, fully modular well-equipped Operation Theatre Complex with 20 high-end OTs were started operating on 5th & 6th Floor of A & B Block. A well-equipped pre and post-operative care units were established to provide the immediate need of the operative patients. This year Institute also got its much-awaited State of Art Auditorium with 1200 seating capacity. It helped the Institute to organize various scientific programs, CMEs, and Operative workshops by different departments.

The proposal to build a super specialty tower, a dedicated Radiology block, an Academic building, and type 5 residential quarters with clubhouse got approval from the Standing Finance Committee with the help of a loan from HEFA.

Other activities

Several community outreach programs in the form of medical camps, operative camps (Lifeline Express), and training programs for health workers have now become an integral part of the institute. The 8th Foundation Day of the institute was celebrated in which Honourable Minister of State for Health & Family Welfare, Shri Ashwini Choubey was the Chief Guest.

At the end of this financial year, the whole of the world was fighting the menace of the Corona Pandemic and the Institute was not untouched by it. The Institute geared up and stood like a wall in the fight against Corona and was a forerunner in the state of Bihar. Later it was declared as Dedicated Corona Hospital (DCH) by the Government of Bihar. The Institute also bagged the tag of 'Centre of Excellence in management of Covid 19' by the Government and contributed a lot in teaching and training programs for healthcare workers of different medical colleges and hospitals of the state of Bihar.
